The classic HP Stream 11, loaded with an Intel Celeron CPU and a small 11.6-inch display, is one of the most basic Windows laptops you’ll find in this price. It has an Intel Celeron processor and a tiny 11.6-inch display. We put the latest $199.99 model on the market in 2021 through its paces; with only 32GB of local storage and 4GB of RAM, it technically can’t run some modern apps. If all you need is a gateway to the internet and you’re limited to a $200 budget and the Windows 10 operating system, the HP Stream 11 is a good choice for this price range. Otherwise, you should raise your budget to roughly $400 to acquire a more functional affordable Windows computer, or broaden your search to include Chromebooks.
